Job Details

Job Objective: The Business Administrator position exists to enhance the ministry of The Salvation Anny serving Buchanan County by assuring that the business practices of the St. Joseph, Missouri corps are conducted in an efficient and effective manner in line with Salvation Anny policy and procedures and according to the laws of government entities with jurisdiction.

Essential Functions:

Staff Supervision

  • Supervise operations employees and volunteers serving at the St. Joseph, Missouri Corps

  • Advise and assist program coordinators as needed

  • Respond to personnel questions as appropriate

  • Perform Annual Performance Reviews for supervised staff and assist with other reviews as requested.

  • Receive and investigate complaints from employees who are dissatisfied with TSA operations policy and recommend best response and action to the Corps Officers

Human Resources

  • Review employment and staff change of status requests; seek Corps Officer approval prior to submitting to DHQ Human Resource Department

  • Maintain employee files

  • Review & track employee benefits requests

  • Advise supervisors of employee benefits

  • Advise supervisors monthly employees' birthdays

  • Assist with incident reports and claims

  • In conjunction with Corps Officer, manage HR related processes including, but not limited to, employment, terminations, performance reviews, corrective actions, and workers compensation claims

Finance and Property

  • Assist with grant applications as requested

  • Maintain grant reports and assure compliance

  • Assist with grant reviews by outside agency as required

  • Prepare invoices, ensuring proper coding and delivery to DHQ CAC on a regular basis (at least weekly)

  • Prepare and deliver weekly bank deposits, sharing that information with DHQ CAC in a timely manor

  • Review invoices and checks for proper documentation and authorizations

  • Work with DHQ Corps Accounting Center to respond to and adjust accounting functions according to auditors' recommendations and findings

Payroll

  • Responsible for accurate & timely submittal of time reports to DHQ for processing

  • Work with and oversee accurate approval of departmental time sheets

  • Upon receipt of payroll report, review & enter PR ledger into Shelby

  • Review employee medical/life/volunteer benefit costs against employee sign up documentation and TSA invoices; enter into Shelby

  • Maintain salary worksheets to assist in grant reporting

  • Assist supervisors with managing employee approved hours

  • Provide salary information tor management for OT, budgets, reporting requirements

  • Maintain grant payroll reports

  • Assist with FY year-end accruals

  • Review year-end Vacation accrual worksheet

  • Review annual salary increase worksheet

Administrative

  • Pick up and process mail

  • Receive, screen and direct incoming phone calls and assists with callers' needs

  • Provide data entry, typing and general clerical support

  • Attend community meetings as requested by Corps Officer or as warranted

  • Prepare materials for Advisory Board meetings and record meeting minutes

  • Assist with seasonal and special activities as assigned

  • Compile records and prepare reports and statistics as assigned

  • Make recommendations to management for improvement in community services

Additional Responsibilities as Needed

  • Perform other accounting processes

  • Assist auditors

  • Assist Advisory Board and Finance Committee

  • Participate in budget preparation as directed

Minimum Qualifications:

Education: Post-secondary degree in business or management or related field; relevant work experience may be substituted for education qualification.

Experience: Minimum four years' equivalent experience

Certifications/Licenses: None

Skills/Abilities:

  • Must be able to effectively work alongside and supervise employees and volunteers with varied backgrounds and personalities

  • Must be discerning and able to make sound decisions

  • Must have good computer skills and knowledge of computer networking and be proficient in Microsoft Office products

Physical Requirements: Include speaking, hearing and vision ability, and excellent manual dexterity to be able to perform professional communication skills. Lifting, pulling and pushing of materials up to 50 pounds and to be able to perform basic office functions, copier paper/files. Sitting up to 8 hours per day. Requires bending, squatting, walking and standing up to 4 hours per day. Reasonable accommodation may be made to enable individuals to perform the essential functions of this job.

Travel: Local travel

Driving: Driving is required. Must possess a valid driver's license from the state in which you reside. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business.

Working Conditions: Work is performed in a typical office environment. Moderate noise level in business office.
