The Hampton-Newport News Community Services Board is looking for a skilled and dedicated Property Management Specialist to manage a diverse portfolio of housing properties in compliance with federal, state, and local laws, regulations, and agency policies. This role involves overseeing the daily operations of Low-Income Housing Tax Credit (LIHTC) properties, Project-Based Rent Subsidy Programs, and other agency-managed housing. The Property Management Specialist will work collaboratively with Permanent Supportive Housing programs and ensure the financial operations, annual recertifications, tenant interviews, and inspections are meticulously maintained.
Key Responsibilities:
- Manage agency housing assets, enforcing lease provisions and policies.
- Lease housing units to eligible residents, including conducting move-in orientations, lease reviews, and resident training.
- Develop and maintain records of property activities, ensuring timely preparation and submission of reports.
- Communicate effectively with tenants and prospective tenants.
- Calculate tenant rent amounts in accordance with regulations.
- Assist in assessing housing needs and developing annual operating budgets, policies, procedures, and workflows.
- Ensure full occupancy of housing units and coordinate apartment turnovers.
- Conduct or oversee property inventory and respond to compliance audit requests.
- Interact with agency staff, law enforcement, judicial bodies, and service providers.
- Monitor and record revenue and expenditures, ensuring compliance with program regulations.
- Request maintenance work orders, monitor work performed, and schedule inspections.
- Certify and recertify tenant eligibility in accordance with federal and state requirements, including REAC, TRACS, EIV, and LIHTC regulations.
- Prepare and maintain detailed and technical documents, using federal and state information systems.
- Perform unit inspections in various weather conditions and occasionally work after-hours or weekends as needed.
Requirements: Bachelor's Degree in Business Administration, Urban Development, or related field and three (3) years of housing experience.
Or seven (7+) years of housing and property/asset management experience working with Housing Choice Vouchers, Assisted Housing Management, and/or Low-Income Housing Tax Credits. Property Management Certification or HCCP Certification is preferred. Valid Virginia driver's license.
The selected candidate must successfully pass a criminal history fingerprint background investigation, DMV record check, Child Registry search, drug screening test and employment reference checks.
