We are currently looking for a Full-Time Commodities Manager to join our Commodities Team. The Commodity Manager will have a primary work location at one of the following sites: Oklahoma City, Newcastle, Ada, Pauls Valley, Wynnewood, Thackerville

Summary:

The Commodities Manager is responsible for ensuring purchasing strategies and processes are adhered to and ensuring the best total cost is obtained. This activity will involve overseeing buyer personnel and interfacing with internal customers and suppliers.

Responsibilities:
* Conducts and leads negotiations for contracts and agreements of all types
* Provides recommendations for equipment and supply purchases, anticipating future changes in technology
* Conducts compliance assessments and prepares accurate, complete documentation of the assessment as required within the compliance assessment policy
* Ensures achievement of the best total cost of ownership is obtained by coordinating and directing the competitive bid process and making recommendations to budget owners on the best total cost options
* Maintains, monitors, and collaborates on the annual budget; schedules expenditures; analyzes variances; initiates corrective actions with leadership review
* Analyzes controllable expenses to reduce cost and maximize revenue
* Analyzes category data and metrics to drive Procurement category strategies. Performs gap analysis and create reports and business related metrics
* Fosters positive relationships with vendors and serve as the primary point of contact, facilitating communication between departments and properties
* Acts as liaison between internal and/or external individuals and/or groups
* Short-term/tactical collaboration and or coordination with supervisors and or managers across multiple large facilities or large geographic area
* In partnership with the appropriate internal department finalize statement of work (SOW), technical and functional requirement documents to be used with the request for proposal ensuring that all business requirements are addressed
* Ensures utilization of the Chickasaw Nation's Preferred Vendor Program by researching and prequalifying Preferred Vendors related to the organization's needs. And, ensures utilization of the Chickasaw Nation's Bid Board where applicable. Provides commodity buying support, including contract collaboration, to Chickasaw Nation's subsidiaries and LLCs as needed
* As applicable, reviews drawings, blueprints and documents related to project and works with design partners, architects and/or contractors to develop project materials lists that meet internal customer requirements. As applicable, ensures timely buyout of projects and provides guidance in the area of the project approval process to enable the procurement of project approved materials to eliminate delays and stock outs of materials.
* Leads teams in decision-making on the formulation of policies and procedures by facilitating policy meetings and makes recommendations on the types of documents and information necessary to achieve targeted goals
* Responsible for the development, negotiation, and administration of contracts and purchase orders that are complex in nature to make certain legal, technical and corporate requirements are met
* Interprets procurement processes for vendors and internal customers and resolves disputes with vendors and/or internal customers including invoice/payment disputes
* As needed, monitors and assists buyer personnel with day to day responsibilities as well as contract negotiations and as needed to ensure purchasing strategies and initiatives are followed. Identifies areas of spend to utilize the blanket purchase orders and/or blanket purchasing agreements
* Works with commodity team buyers and senior buyers to develop short term and long term strategies to drive cost savings and efficiencies for responsible commodity areas.
* Analyzes historical and forecasted spend data to identify and evaluate strategic sourcing opportunities across commodity areas. And, develops sourcing plans that leverage spend across the Chickasaw Nation to drive the best possible Total Cost of Ownership
* Lead negotiations process utilizing cross functional groups to achieve objectives set by the customer.
* Reviews and provides feedback on Request for Proposals and contract requests
* Acts as contracts manager, in partnership with the Tribal Procurement Contract Department, for commodity contracts negotiated on behalf of the Chickasaw Nation
* Lead and conduct supplier performance evaluations and timely business reviews thru an assessment of established metrics with select suppliers and develop corrective action plans as needed.
* Conduct regular meetings with internal department heads to stay abreast of departmental needs and upcoming projects as well as receiving feedback concerning the procurement's performance in meeting the departments needs
* Maintains files, logs, and records
* Ensures employees and resources complete assigned training and development
* Maintains knowledge of and enforce all laws, rules, regulations, policies and SOPs for assigned area, e.g. MICS, TICS, hospital standards, health codes, food sanitation, accounting principles, etc.
* Plans staff to meet operational needs
* Develops, communicates, monitors location- or function-specific procedures and guidelines
* Monitors and improves work performance of assigned teams as whole and as individuals
* Oversees and manages the daily operations of assigned area
* Meets operational goals by establishing productivity, quality and service standards, resolve operational problems and identify work process improvements
* Serve as a member of the leadership team, providing input on overall strategic direction of the institution and serves on various committees
* Ensures all outcomes and deliverables meet organizational goals, objectives, and quality standards
* Prepares weekly reports
* Performs all other duties as assigned

Essential:
* Bachelor's degree in business or related field and/or minimum of seven (7) years procurement, supply chain experience required. Three (3) years of managerial experience specific to procurement and/or supply chain preferred. High proficiency in using procurement automated applications. Three (3) years technical experience in large scale buying, specification writing, and negotiation responsibilities. Three (3) years of specified commodity (or category) buying experience. Strong experience in research and data analytics.
