ASSISTANT FACILITY DISTRICT MANAGER
DUTIES AND FEATURES OF THE CLASS:
Assists the Facility District Manager(s) in the management of the overall operation and
maintenance of the wastewater treatment system and serves as the Facility District Manager in
his/her absence. This position is considered essential and may be subject to emergency call-in to
include holiday and weekends as well as participation in the twenty-four (24) hour on-call
rotating schedule. Work is performed under the general direction of the Facility District
Manager.
EXAMPLES OF WORK:
Assists in planning, prioritizing, assigning, and reviewing the work of staff responsible for
providing operation and maintenance of the County's wastewater treatment and biosolids
facilities; assists in the preparation of reports for local, state and federal agencies, including the
monthly discharge report (DMR); assists in establishing schedules and methods for biosolid
production, provides equipment maintenance, and repair services; coordinates the removal of the
final biosolids product; coordinates and schedules the pickup and delivery of Class B cake from
other county facilities and their partners; orders chemicals, sanitation and lab supplies;
participates in the selection of technical staff; provides or coordinates staff training; establishes
schedules and methods for providing equipment maintenance and repair services; ensures the
adherence to safe work practices by personnel; attends and participates in professional group
meetings; stays abreast of new trends and innovations in the field wastewater treatment; works
with general public and outside contractors; assists with preparation of annual operations and
maintenance budget; performs personnel evaluations; performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Strong knowledge of the materials, methods, and equipment used in the operation, maintenance
and repair of a wide variety of equipment associated with wastewater collection, distribution and
treatment systems; ability to establish and maintain effective relationships with staff, department
heads, coworkers and the general public; ability to supervise and participate in the operation and
maintenance of systems; ability to train assigned personnel; ability to supervise personnel which
includes planning, assigning, reviewing and evaluating the work of others; ability to understand
flow diagrams, hydraulic profiles, blueprints and operating manuals; knowledge of the
occupational hazards connected with wastewater facilities; ability to handle hazardous and
combustible materials safely; ability to understand and follow written and oral instructions and
utility systems as-built; performs responsible and difficult work involving the use of independent
judgment and personal initiative.
QUALIFICATIONS:
Minimum High School Diploma or GED, minimum of five (5) years' experience in wastewater
operations or any equivalent combination of experience, education or training directly related to
the required knowledge, skills and abilities; minimum of a Level 3 Wastewater Operators
license; excellent customer service and organizational skills; excellent verbal and written
communication skills; proficient in Microsoft Office (Outlook, Work, Excel); supervisory
experience required to include planning, assigning, reviewing, and evaluating the work of others;
experience with a union environment is preferred.
