Job Summary

This position is located within the Department of Health Care Finance (DHCF), Health Care Delivery Management Administration (HCDMA). The incumbent in this role is responsible for managing and supporting the delivery of contractual program activities and services for time-sensitive and project-related assignments associated with administrative contracts for the DHCF.

Duties and Responsibilities

Develops comprehensive, long-range schedules showing the sequence tasks, target dates for various contractual activities. Conducts extensive research and analyses to promote policies and program development and identifies changes in contractual activities. Serves as an expert advisor for resolving problems affecting contractual developments, policy and project issues, and responds to directives from the Supervisory Healthcare Program Manager. Develops scopes of work for third party vendors for due diligence work associated with management of systems and provider enrollment and requirements. Provides comprehensive oversight planning, coordination, and management, and ensures compliance with regulatory and policy guideline requirements. Manages healthcare administration contractual projects by evaluating the progress of projects and developing strong feasible adjustments to project plans. Monitors projects from inception to completion, establishes timeline for project completion. Evaluates progress on projects and makes or develops strong feasible adjustment for project plans as required.

Reviews information regarding market conditions, the economic feasibility of proposed projects, financial assistance needs and project implementation procedures, plans and timetables. Engages in problem-solving tasks on policy issues involved in highly technical services; recommends solutions on policy matters and critical issues. Provides coordination and support regarding program and project activities, as well as liaison between the division, contractual office, and senior DHCF. Keeps manager informed of the progress on responses to stakeholders, research projects and any adjustments or changes to existing policies and practices to affect goals and deadlines. Establishes anticipated requirements for completion of work plans; identifies and arranges discussions and meetings with specific parties; and establishes project deadlines and program priorities. Presents complex, analytical written documents, oral reports and briefings as necessary. Works closely with the Contracts office on matters of interest. Performs other relevant duties as assigned.

Qualifications and Education

Specialized Experience - Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Collective Bargaining Unit (Union): This position is represented by a collective bargaining unit and is subject to union dues thru payroll deduction.

Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
