Perform non-supervisory, semi-skilled and skilled operations and maintenance responsibilities in all department areas, including but not limited to operating equipment doing manual work and general building and grounds maintenance. Performs difficult skilled trades work in the maintenance of park properties, managing care and removal of greenery, inspecting playground and park equipment, keeping applicable records and reports, and related work as apparent or assigned.

As a Public Works Worker II, employees shall perform the following tasks:

  • Maintain parks, including turf and field; tree trimming; trash and hazard removal and inspect and repair and/or replace playground equipment and materials.
  • Perform manual tasks related to the maintenance of city streets, including repair or replace pipe, backfilling, compacting soil, blacktop and concrete patching, repair and replacement of traffic signs, and paint pavement markings.
  • Operate and maintain wells.
  • Inspect and perform water plant operation checks, complete water testing and record data. Maintain a continuous check on operations, which include raw water supply and pumping treatment, finished water pumping, and distribution storage.
  • Plow, sand, and salt streets, sidewalks, and trails.
  • Operate, maintain, and repair a variety of equipment, including inspections and walk around of heavy equipment.
  • Respond to emergency situations.
  • Follow up on service complaints as directed.
  • Maintain city facilities, including basic carpentry, cleaning, and basic equipment repair.
  • Work with vendors for animal control, tree removal, and structure cleaning.
  • Use and follow safe work practices and procedures.
Specialization: Parks
  • Plan, organize, and perform the maintenance and operation of the City's parks and related facilities; landscape areas, and playgrounds; including inspecting, preparing, and maintaining records and files; preparing reports.
  • Assist with hiring, training, scheduling, and providing work direction to seasonal and part-time staff.
  • Maintain City's irrigation systems including seasonal maintenance such as start-up, and blowout.
  • Maintain trails and perform park maintenance. Spray and fertilize as needed.
  • Coordinate and supervise the maintenance and repair of equipment used by park maintenance workers.
  • Order supplies and maintain inventory for all park buildings and equipment in the City's asset management system.
  • Conduct the work of a park maintenance employee as needed and required.
  • Conducts snow removal and provides oversight to contractor snow removal activities.
  • Ensure grounds and facilities are clean and safe; collect and remove trash and debris in public areas and park equipment and amenities (e.g., park benches) are in good repair.
  • Set priorities for City landscape areas including planting, trimming, and removal of flowers and trees.
  • Assist with developing annual operating budget for the department and work within a budget relating to equipment, maintenance, supplies, and staff. Make recommendations on what resources are needed for successful operation of assigned parks buildings and equipment.
  • Assist with hiring contractors and work with contractors.
  • Work cooperatively and collaboratively with other departments and stakeholders. Respond to residents, engineering, and contractors with questions about the parks during projects or tasks that need to be completed.
  • Attend monthly safety meetings and trainings.
  • Maintain parks including turf and field maintenance, tree trimming, trash and hazard removal and inspection, repair and/or replacement of playground equipment and materials.
Minimum Requirements
  • High School diploma or equivalent.
  • Ability to pass a criminal background check
  • Ability to pass physical & drug/alcohol test
  • Minnesota Class B Commercial License with air brakes and tanker endorsements.
Desired Qualifications
  • Training/ education experience in maintenance, machinery, mechanics, landscaping, or related field.
  • Certified Tree inspector license within 2 years
  • Certified Playground Inspector license within 2 years
  • Knowledge and experience with irrigation systems
  • Any combination of education and/or experience that demonstrates possession of and competency in the requisite knowledge, skills, and abilities necessary for satisfactory job performance.
Knowledge, Skills and Abilities
  • Basic knowledge of hand and power tools and heavy equipment.
  • Basic knowledge of street maintenance, water systems and general maintenance.
  • Basic math skills.
  • Use city and count software GPS.
  • Ability to operate equipment used to perform the essential job responsibilities.
  • Ability to understand and use equipment safely and to adhere to all safety practices and procedures.
  • Customer service skills including the ability to maintain composure under pressure.
  • Mechanical aptitude.
  • Computer skills (Microsoft Office, understanding of GIS, data entry).
  • Ability to handle stressful situations.
  • Ability to use the following equipment: van, crane truck, single axle truck, dump truck, bobcat, side by side, riding mower, pickup with plow, power tools and small equipment like weed whips and saws.
  • Ability to handle a variety of typical assignments and problems under moderate supervision within standard operating procedures.
  • Basic analytic ability to compare numbers and facts and select correct actions.

Work Environment and Physical Demands
Work is typically outside in all seasons of the year with exposure to extreme temperatures. All maintenance workers are regularly required to have on?call availability and may work overtime during peak seasons.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and listen. The employee is regularly required to stand, walk, use hands to finger, handle or feel and reach with hands and arms. The employee regularly operates a variety of equipment, from small, motorized tools to large vehicles, exposing the employee to noise and dust. The employee is often required to lift up to 50 pounds.
