Minimum requirements

Degree: Bachelors or Technical with substantial experience

Years of Experience: 10+

Major Discipline: Construction Management, Engineering, Accounting, Business or related discipline

Software Proficiencies: Ideal candidate would possess advanced skills or knowledge of the following systems: 1) SAP / SAP Business Intelligence 2) Aspen Capital Cost Estimator (specific to the oil and gas, refining, and chemicals industries), and 3) Oracle Primavera Enterprise (P6) 4) Microsoft Office expertise (Advanced Excel/Access skills/Power BI)


Overview

The position will be based out of Texas City, TX. The role entails leading and advancing Project Controls principles and techniques while supporting a portfolio of major projects ranging from $10MM-$100MM.


Responsibilities

Participate in development of project execution plans, schedules and cost control documentation, and maintaining project metrics throughout the duration of the project.

Assembles all cost elements (WBS/CBS) involved in the defined scope of a project to generate an estimated cost. Applies established cost estimating principles to ensure that estimates are accurate and relative.

Provide project controls expertise relating the integration, controls and management of projects; including project planning and scheduling, manpower planning, cost control and risk management.

Develop and monitor, with the project team, project execution strategy and tactical plans to achieve maximum efficiency and effectiveness for individual projects.

Apply project controls methods and procedures for each project phase from Conceptual through Implementation (including Close-Out and Commissioning)

Apply cost control and other analytical techniques to quantify financial performance and forecast projections via EVM (Earned Value Methodology)

Provide thorough project controls, an accountability/audit trail of major project decisions, to minimize company commercial risk.

Provide project controls input for contractor selection, (i.e. pre-qualification assessment, bid inquiry development, bid evaluation and contract award recommendations).

Develop customized project management systems, applications and tools, as required, to meet specific project needs.

Implement the overall project risk management process including risk identification and mitigation.

Responsible for change management & contingency control

Develop &/or analyze reports to depict current project status and direction to help achieve project goals.
