General Description

NOTE: The Putnam County Property Appraiser's Office is a Tobacco-Free Workplace

Entry level position to conduct property assessments and appraisals to determine the fair market value of residential properties in accordance with statutory provisions. Responsibilities include field inspections, sales verifications, and sales analysis within a designated geographic area. Employee will work closely with a senior field appraiser and/or the residential manager during training.
Essential Job Functions

ESSENTIAL JOB FUNCTIONS

  1. Performs property inspections to assess condition, features, and market value.
  2. Contacts property or landowners and obtains information for use in evaluating the property or land.
  3. Measures perimeter of structures. Draws sketches to scale both manually and utilizing computer software. Computes area and perimeter of structural improvements.
  4. Collects and analyzes data on property sales from various sources, market trends, and other economic factors affecting values.
  5. Calculates property values through use of electronic data processing equipment.
  6. Reviews section maps, plats, surveys, sketches, aerial photographs and various other documents of a technical and/or legal nature.
  7. Prepares appraisal reports detailing findings, methodology, and conclusions.
  8. Communicates effectively with property owners, real estate agents, and other stakeholders.
  9. Receives, investigates, and discusses issues/complaints with owners pertaining to residential ad valorem assessments.
  10. Assists in the appraisal of specialized types of land, including agricultural land inspections to properly classify the property to reflect type of agricultural operation.
  11. Investigates automatic homestead exemption denials and fraudulent applications.
  12. Investigates solid waste petitions and reclassifies non-livable improvements based upon the findings.
  13. Attends and provides subject matter data on appraisal methodologies and techniques at Property Appraisal Value Adjustment Board.
  14. Performs office-related work as required.
  15. The employee is part of the Damage Assessment Team for Putnam County and may be required to report for work immediately after a natural disaster.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES
  1. Ability to gain knowledge of real estate appraisal methods and techniques.
  2. Ability to gain knowledge of general land values and land use characteristics in the County.
  3. Ability to gain knowledge of legal descriptions, metes and bounds descriptions, and related means of locating property from County maps.
  4. Strong analytical skills and attention to detail.
  5. Excellent communication skills, ability to answer questions tactfully and give information to the public.
EDUCATION AND EXPERIENCE
  1. Graduation from an accredited high school or possession of an acceptable equivalence diploma.
  2. Knowledge or experience in building trades, general residential construction techniques, land development, real estate, or related fields.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS
  1. Possession of a valid Florida driver's license
  2. Employee must be able to obtain a CFE (Certified Florida Evaluator) designation within two (2) years after employment.
  3. Employees are encouraged to acquire Florida Real Estate Salesman/Brokers licenses and also Florida State Certified General Appraiser/Residential Appraiser designations. However, due to conflict of interest concerns, such licenses or designations may not be used privately in the State of Florida while employed with this office.

  1. Ability to communicate both orally and in writing.
  2. Walking, standing.
  3. Acceptable eyesight and hearing (with or without correction).
  4. Driving
  5. Able to lift approximately 40 pounds.
ENVIRONMENTAL CONDITIONS
  1. Works inside and outside in varying weather conditions. The Property Appraiser's policy restricts all forms of smoking including e-cigarettes, vapors, and chewing tobacco.
  2. Employee may be, under unusual circumstances, required to drive their vehicle in the position and will be reimbursed on a per mile basis every two weeks; possession of reliable transportation is required.

ANNUAL (VACATION) LEAVE - All regular full-time employees assigned to a 37.50 work week will earn 90 hours to 150 hours, depending on classification and length of service. All regular full-time employees assigned to a 40 hour work week will earn 96 hours to 160 hours, depending on classification and length of service. Note: Leave accruals may differ for bargaining unit employees.

SICK LEAVE - All regular full-time employees will earn sick leave at a rate of 13 days per year. Regular part time employees will accrue sick leave on a pro-rata basis. Note: Leave accruals may differ for bargaining unit employees.
