The Assistant Superintendent Position assists in managing the operation of both Cane Creek State Park and Arkansas Post Museum State Park. This includes managing 29 campsites, 1 rental RV, 2 pavilions, 20 miles of trail, museum facilities including 5 exhibit buildings. Job duties include acting as the Superintendent in the absence of the Park Superintendent, supervision of Interpretive staff at both parks, assists in managing the maintenance staff, and VIC operations. This position assists in preparing budgets, reviewing revenue and expense reports, managing inventory, and preparing specifications for major purchases. This position manages major maintenance projects and revenue producing services, as well as directly supervising employees and participating in public relations outreach for the park. This position is responsible for both parks Interpretive operations including providing visitors Interpretive opportunities that adhere with both parks specific Interpretive mission. This position also will assist in the protection of the parks resources, visitors, and staff through security, safety, and implementation of department policy. Applicant must be able to work a varied shift, including nights, weekends, and holidays. Must have a valid drivers license and be on call as needed. A criminal background check is required.

Applicants must meet or exceed the following qualifications: The formal educational equivalent of a bachelors degree in business, park management, hospitality management, or a related field; plus two years of experience in park management, including two years in a supervisory or leadership capacity. Other job-related education and/or experience may be substituted for all or part of these basic requirements, except for certification or licensure requirements, upon approval of the qualifications review committee.

Summary


The Park Superintendent II is responsible for overseeing specified operations of a small to medium-sized state park or overseeing the operation and facilities of specific portions of a large park. This position is governed by state and federal laws and agency/institution policy.


Functions


Supervises a small staff of regular and seasonal, professional, technical, administrative support, and service workers by interviewing, recommending for hire, training, assigning and reviewing work, and evaluating the performance of incumbents. Oversees the operation of the facilities of a small park or a specific portion of a large park such as a boat rental facility, visitor information center, snack bar or other park facility. Prepares and manages a park budget; monitors daily expenditures and the scheduling of work hours for regular and extra help employees to prevent overspending. Participates as part of a planning team to develop or expand programs and facilities, alter procedures, determine revenue sources and cost containment, and monitor operations, facilities, and programs to ensure that goals are met. Develops operating plans and schedules for year-round operations including preventative and routine maintenance schedules, construction projects, and special events, and estimates materials, manpower, equipment, time, revenue and costs required to support operations. Assist the Emergency Services section on schedules and job assignments for law enforcement. Participates in or leads search and rescue teams to rescue climbers, stranded boaters or lost visitors and administers emergency first aid to accident or illness victims. Compiles, prepares, or oversees the preparation and maintenance of records and reports which may include financial records and reports, incident/accident reports, purchase requisitions/reports and a variety of other reports as required. Interprets and monitors the maintenance or development of natural, cultural and historic research sites to prevent disturbance of unique or endangered flora, fauna, and cultural remains. Makes public presentations regarding park facilities, operations, or special events to civic organizations, schools, and others to promote Arkansas State Parks. Performs other duties as assigned.


Dimensions


May operate a variety of park equipment including: vehicles, tractors, mowers, calculators, computers, chain saws, backhoes, slide and movie projectors, welders, and a variety of power tools.


Knowledge, Skills and Abilities


Knowledge of supervisory practices and procedures. Knowledge of state and federal laws governing park operations. Knowledge of public safety practices and procedures. Knowledge of state budgetary and accounting procedures. Ability to prepare, review and analyze financial data. Ability to prepare and interpret financial reports and statements. Ability to organize and present oral and written reports of findings and recommendations. Ability to plan, organize and oversee the work of subordinates. Ability to manage the fiscal and administrative business of a recreational, cultural, or historical facility. Ability to operate light and heavy equipment, power hand tools and office equipment. Ability to communicate information and ideas to a diverse group of people.


Minimum Qualifications


The formal educational equivalent of a bachelor's degree in park administration, parks and recreation management, natural science, recreation administration, or a related field; plus two years of experience in park management, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
