Position Title: Residential Services Director

Job Summary: The Residential Services Director supervises, coordinates and directs the daily operations of the Safe Harbor Emergency Shelter program serving many of our region's most severely housing challenged individuals.

Reports To: Corps Officers with consultation with Community and Grants Services Director and Regional Social Services Director

Supervises: Case Managers, Employment Specialist and Residential Support Specialists

Qualifications:

Candidates must have a passion for fulfilling the mission of The Salvation Army and must be articulate in presenting the same to others.

Candidates must successfully pass the pre-employment background inquiry and annual motor vehicle check with a valid driver's license.

Education:

Bachelor's degree required with significant experience in Community services, shelter management or expertise in working with unhoused individuals with multiple challenges.

MSW preferred from an accredited school of Social Work, business or public administration, sociology or other related fields of study. Significant experience may be considered in lieu of a Masters education.

  • Ability to manage people and projects successfully efficiently and effectively.
  • Team player, self-starter, and perform well with minimal supervision.
  • Must have an interest and ability to work with people of diverse racial, ethnic, and socio-economic backgrounds in a sensitive and culturally appropriate manner.
  • Ability to follow policies and procedures, holding others accountable to the same.
  • Excellent written and verbal communication skills, including experience or capacity to demonstrate positive interpersonal skills and work as a cooperative team member.
  • Demonstrated awareness of budget resources and cost control, as well as planning and administering budgets.
  • Proficiency in computer software applications, including demonstrated experience in using email, MS Office applications, Internet, and Social Media platforms.
  • Must be able to work days, evenings, weekends and holidays as necessary. Especially in emergent situations.

Essential Responsibilities:
  • Plan, implement and supervise staff, development/in service trainings and related activities for all Residential Services and Shelter Case Management staff.
  • Fiscal management, oversight and responsibility for specific programming dollars.
  • Provide and maintain good records for fiscal grant reporting and yearly renewals of government and private grants, coordinating with the Community and Grants Services Director.
  • Provide statistical data and periodic anecdotal accounts of how services impact the lives of others.
Program Department/Evaluation
  • Assist in the on-going development of goals, policies and/or procedures for Safe Harbor and Residential Services.
  • Monitor and report on policies and procedures effectiveness.
  • Complete annual program evaluations and program specific reviews.
  • Coordinate with the Community and Grants Services Director in program development activities.
  • Oversee compliance with licensing and accreditation standards.
Management Information System
  • Lead in the submission of required data, reports and budget information to funding sources as guided.
  • Monitor statistical reporting of Residential Services with appropriate follow up action.
  • Assist in the development of an integrated Management Information System.
Service Coordination/Agency Liaison
  • Be familiar with community resources. Active participation in community social service functions and conferences is expected.
  • Be involved, in coordination with Community and Grants Services Director, agency community meetings including the Continuum of Care and other housing and homeless related groups - representing The Salvation Army Safe Harbor.
  • Serve as a support staff member for Bloomington's Social Service Committee/Board.
Divisional Expectations.
  • Support local programing, special events and holiday activities as directed.
  • Maintain positive work atmosphere through appropriate conflict management, courteous demeanor, and professional and appropriate communication practices.
  • Maintain compliance in The Salvation Army's "Safe from Harm" Certification.
  • Perform other duties as assigned by the Corps Officer(s)
Travel may be required.

Position Ranking:
  • Regular Full Time, Exempt, Pay Range $60,000 to $65,000 Annually


Physical Demands/ Work Environment:

This Position is required to do basic business and office work. To successfully perform the essential functions of this position, the individual is regularly required to talk and listen, stand, walk, sit and use hands. Individual must be able to regularly lift to 30 pounds and occasionally lift to fifty pounds. The use of Office and Computer Equipment is necessary. Vision abilities will require close vision. Work may be performed indoors and occasionally require outdoors to attend meetings. There is low to moderate noise level for this position.
