Senior Environmental Planner/Project Manager

We have an immediate opening for an enthusiastic, highly organized, team-oriented, Senior Environmental Project Manager. The successful candidate must be a client-facing leader for local projects, demonstrate solid technical writing skills, possess a deep understanding of environmental compliance documents, demonstrate excellent organizational skills as well as an ability to work collaboratively in a team environment. You will support our Public Involvement and NEPA planning work, with an emphasis in transportation projects.


The ideal candidate for this position will apply their knowledge of the NEPA, planning, state, and federal regulatory processes to contribute to our Texas Department of Transportation (TxDOT) projects, as well as various local government projects. The candidate will support a team to prepare and coordinate the preparation of all levels of NEPA and TxDOT planning documents and technical studies and provide quality assurance/quality control of NEPA and planning documents prepared by in-house staff or outside consultants. The candidate also will coordinate with resource and environmental permitting agencies, local stakeholders, and members of the public. Additional skills desired involve familiarity with TxDOT Environmental Toolkit, strong task management skills, effective communication skills, and ability to work successfully in both collaborative and self-directed settings. The exceptional candidate will have experience with traffic noise and air quality modelling.



Responsibilities:

  • Preform as a Senior Project and Task Manager for NEPA documents and Public Involvement activities
  • Assist in the development of scope, schedule, and fee estimates for transportation projects
  • Manage and guide technical staff on the processes of developing and running effective Public Involvement events
  • Manage and guide technical staff on the preparation of NEPA documents, including Categorical Exclusions (CEs), Environmental Assessments (EAs) and Environmental Impact Statements (EISs)
  • Lead and mentor staff on special studies such as Section 4(f), Section 7 ESA, USACE and other permitting, or other regulations
  • Serve in Subject Matter Expert and QA/QC roles
  • Work location flexible; both in-office with staff, and remote work anticipated on a weekly basis

Required Qualifications

  • Bachelor s Degree in Environmental Planning, Urban Planning, Geography, Environmental Science, Biology, Engineering, or a related field (or equivalent experience.).
  • 5 to 10+ years progressive experience in environmental planning.
  • Demonstrated working knowledge of NEPA, including coordination of supporting technical studies.
  • Aptitude for maintaining a professional attitude and attention to detail while working alone, within a team environment, and/or on multiple projects, simultaneously.
  • Deep knowledge of Public Involvement best management practices
  • Excellent technical writing, computer, and verbal communication skills with clients and colleagues.
  • Strong organizational, task and time management, deductive reasoning, and analytical skills Experience interacting with clients to communicate findings and develop environmental process strategies
  • Experience representing clients on project teams and in agency-to-agency coordination
  • Ability to manage scope, schedule, and budget projects effectively
  • Ability to produce high quality work products that meet and exceed client expectations


Ideally, You ll Also Have:

  • Experience with state or local environmental requirements.
  • Experience supporting public involvement, agency coordination and interfacing with stakeholders and professionals.
  • Experience with traffic noise modelling.
  • Specialized area of experience, such as wetland delineation and permitting, visual impact assessments, Environmental Justice analysis, public engagement, or other areas.
  • Expertise with Geographic Information Systems (GIS) for data analysis and map generation related to planning studies.
  • Experience leading or participating in proposal preparation and interviews
  • Strong relationships with clients in the Houston region and other Texas markets.
  • Experience with the TxDOT ECOS system
  • Complex EA and/or EIS experience
  • USACE Section 404 permitting experience
  • Proficient in Microsoft Office (Word, PowerPoint, and Excel) software
