Job Description

Purpose of Position:

Under the direction of clinical and/or operational leadership, is responsible for the day-to-day oversight (inpatient and outpatient), administration, coordination and evaluation of operations in the Surgery Department. Oversees all surgery care activities, programs, and projects of the department. Ensures the delivery of patient-centered, cost-effective quality care, and a culture of safety across the continuum of care, as well as the optimal utilization of resources and compliance with surgery care standards, resulting in improved outcomes and patient experience.

Essential Duties and Responsibilities:

  1. Directs the day-to-day operations of the Surgery Department through effective planning, organizing, prioritizing and evaluating of operational activities. Ensures alignment with the System's mission, values and business goals and assesses the effectiveness of operations.
  2. In conjunction with senior leadership, clinical staff, and other key stakeholders, develops long-term plans for growth, operational efficiency and clinical excellence for the Surgery Department, and is accountable for the overall operational excellence and delivery of quality services.
  3. Identifies and meets staffing needs to support continuity of care and delivery of high-quality service and makes staffing adjustments to achieve departmental goals and objectives, as needed. Ensures equipment needs are met and follows safety and quality management standards to maintain safe care for all patients.
  4. Provides orientation, training, and guidance to surgical staff. Oversees performance assessment and management, participates in staff selection and disciplinary activities and works with Labor Relations to enforce internal policies.
  5. Ensures the ongoing review of existing surgical policies and standard operating procedures to identify gaps or discrepancies and implements revisions, as necessary, to support quality control and risk management. Ensures staff are appropriately trained in the implementation of internal surgical policies and procedures.
  6. Ensures and manages compliance with all applicable licensing and accreditation requirements and maintains accurate, complete and current documentation regarding staff licensure and credentials. Assists with preparation for site surveys.
  7. Prepares and/or actively participates in the development of the surgery fiscal year budget and allocation of funds. Ensures operations run within budgetary guidelines, reviews budget requests for surgery services and monitors all surgery expenses and purchases. Communicates budget-related activities and progress to appropriate leadership.
  8. In collaboration with the clinical and/or operational leadership, coordinates the department's quality assurance/performance improvement (QA/PI) program; coordinates related meetings, provides input into the agenda, documents all minutes and reports significant trends and issues. Oversees and conducts the collection, tracking and benchmarking of surgical QA/PI issues related to patient care.
  9. Develops and maintains effective partnerships with community practices, inpatient and Ambulatory Care providers to build a bridge of referrals to/from surgery programs. Communicates with other H+H surgery programs to share resources and information. Participates in the conduct and marketing of educational events to promote surgical services.
  10. Performs other related duties, as directed.


Minimum Qualifications
1. A Masters Degree with a specialization in Hospital Administration, Health Care Administration, Administrative Medicine or in Public Health when conferred for a program in Hospital Administration from an accredited college or university; and,
2. Six years of high-level responsible experience in Hospital Administration, Business Administration, Public Administration or an equivalent field, or as an Assistant to a Hospital Administrator in a position of direct responsibility for operations of a major part or all of a hospital, including substantial exposure in meeting community health needs; or,
3. An equivalent combination of training, education and experience in related fields and educational disciplines; and,
4. Thorough knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations, knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments, and ability to direct and supervise personnel.
