**Announcement Number** 2021-48 **Department** Community Recreation **Location** Florida **Position Status** Flex **Salary** $12.02 - Hourly **MAJOR DUTIES**: Loads and unloads materials from ground, pallets, skids, platforms, trucks, lifting devices, and transport vehicles, manually or mechanically with lift gate, wheelbarrow, pallet jack or dolly. Operates a variety of power equipment to include but not limited to the following: mowers, clippers, posthole diggers, blowers, weed eaters, power washers, and banding equipment. Uses hand tools such as shovels, rakes, hammers, bars, saws, axes, loppers, wrenches, brushes, and brooms to maintain and clean facilities and grounds. Moves and organizes equipment, supplies, furniture, and materials by hand or by mechanical means. Uses shovels, rakes, and rock bars to excavate, backfill or spread sand, dirt or fill materials to improve recreation spaces such as playgrounds, park spaces, volleyball courts, horseshoe pits, etc. Ensures grounds and facilities are maintained and clean (e.g., cleans park tables, collects/empties trash cans, barbecues, pavilions, docks, and rental equipment to ensure they are in serviceable condition). Clears small trees, limbs, tree debris, and bushes using handsaw, clippers or loppers. Shovels, sweeps or rakes snow, sand or dirt from sidewalks, playgrounds, volleyball courts, beach and recreational parking lots. Cleans and waxes vehicles. Maintains an inventory of hand and power tools, large equipment and inflatable bounce equipment and ensures they are in good working order. Makes all adjustments to equipment to ensure proper settings, connections, and mechanical soundness. Makes minor repairs, paints, and may perform carpentry work. Assists the mechanic with maintaining and cleaning rental equipment. Delivers, sets up, inspects and tears down inflatable bounce equipment. Assists in preparing excess property for disposal. Determines and selects the most appropriate type of equipment to accomplish each phase of the work in the most productive and cost-effective manner. Assists in issuing and receiving rental equipment from customers, assists customers in hooking up trailers, loading and unloading of equipment into personal vehicles. Observes required safety, sanitation, environmental, hazardous waste disposal, and housekeeping rules and regulations.

**PHYSICAL EFFORT:**

Exerts very heavy physical effort, frequently lifting and moving objects weighing over 70 lbs., operating power mowers on grades, towing trailers, pushing heavy wheelbarrow loads of dirt, sand or playground fill, raking and shoveling dirt or sand, and using a pallet jack to move materials and equipment.

**WORKING CONDITIONS:** Work is preformed outside in all types of weather as well as inside of buildings. Incumbent is frequently exposed to drafts, noise, fumes, dirt, dust, grease, and fluids that may cause irritation and possible electric shock, scrapes, burns and cuts. Incumbent must wear personal protective equipment (e.g., safety gloves, hearing protection, safety glasses, boots, etc.) when required. Work may require standing on concrete floors for long periods. Special care is required to avoid serious injuries. Outdoor work is performed in all kinds of weather.

**QUALIFICATIONS:** ***Must have a valid drivers license.***

Knowledge of safe and efficient operating techniques of various large equipment and power tools: (Operates a variety of power equipment to include, but not limited to: posthole diggers, blowers, weed eaters, power washers, mowers, box trucks with lift gate, etc.) Ability to operate and control riding mowers on slopes which requires constant attention to working space and environment. Ability to safely operate equipment around buildings, walls, trees, fence lines, banks and hillsides, trenches, curbs, rocks and other visible obstacles. Ability to operate various controls and levers to maneuver equipment and lift/lower, adjust, engage/disengage components or attached devices. Knowledge and skill using hand tools and other equipment such as: shovels, rakes, hammers, bars, saws, axes, loppers, wrenches, brushes, brooms, ladders, banding equipment, and pallet jacks. Ability to complete assignments involving several tasks by following detailed processes which require remembering directions, sequences, following simple drawings, etc. Ability to follow general instructions or read simple drawings to perform tasks requiring significant manual skill.

Notes: Must have or be able to obtain within the first 60 days of employment the following certifications:

* First Aid

* Cardio Pulmonary Resuscitation

* Forklift Operator

* Safe Inflatable Operators Training Organization (SIOTO)

APPLICANTS CLAIMING HIRING PREFERENCE:

**2. Military Spouse Preference (MSP):** Qualifying spouses eligible for MSP are spouses of an active duty military member of the U.S. Armed Forces, including members of the National Guard or Reserves on active duty. The marriage must have occurred before the military member received official permanent change of station (PCS) orders to the installation listed above. MSP is applicable only when applying for NAF positions at the NF-03 and below and equivalent craft and trade (CT) positions.

To claim this preference, you MUST:

* Submit sponsors PCS orders to installation you are applying for; AND

* If you are not indicated as a spouse on the PCS orders, you MUST submit proof of marriage prior to PCS.

**3. Veterans Preference/Gold Star Veteran's Preference**: Qualifying military veterans, and spouses/parents of deceased veterans shall be given employment preference over non-preference applicants if they are equally qualified. Preference applicable for positions open to external candidates.

To claim Veteran's preference, you MUST:

* Submit a copy of your DD-214 (member 4 copy); AND

* Submit completed SF15 from the Veterans Administration (VA); AND

* Submit any other supporting documentation (disability, official statements, proof of service, etc)

To claim Gold Star Veteran's preference, you MUST:

* Submit completed SF-15 from the Veterans Administration (VA); AND

* Submit a legible copy of DD-1300; AND
