Position Overview:

Our Client is seeking an experienced Capital Procurement Manager to join their team. This role, reporting to the Corporate Procurement Director, will primarily support the Capital Projects team in procuring materials, equipment, and services. The goal is to achieve best-value outcomes and mitigate risks in capital project development and execution.


Key Responsibilities:

  • Act as the primary contact between Procurement and the Projects team (Project Managers & Engineers), as well as suppliers and contractors.
  • Develop and implement project procurement strategies, plans, and schedules in collaboration with the Projects team.
  • Identify opportunities to aggregate volumes for improved commercial terms based on the multi-year Capital Plan.
  • Lead and manage the RFQ/RFP process, including technical bid analysis, evaluation, and award recommendations.
  • Negotiate with suppliers/contractors to ensure optimal commercial and contract terms.
  • Draft and execute agreements, including Purchase Orders, with appropriate commercial and technical documentation.
  • Manage requisitions/Purchase Orders according to payment and overall project schedules.
  • Coordinate logistics to ensure timely packaging, transport, and delivery of purchased goods to the designated plant.
  • Track equipment and material status through delivery, including warehousing and storage.
  • Monitor and manage supplier performance, resolving any cost or schedule-related issues promptly.
  • Communicate execution progress and issues/risks to the Project Procurement Plan to the Project team.
  • Qualify and audit prospective suppliers' manufacturing and quality management systems.


Qualifications:

  • Bachelor s degree in Engineering, Supply Chain Management, Business, or a related discipline.
  • 5-10 years of procurement experience, with at least 3 years in capital projects.
  • Experience with ERP Procurement modules (JDE preferred).
  • Preferred experience with equipment, supplies, and services in chemical plants, refineries, or similar industries.
  • Proficiency in the end-to-end strategic sourcing process.
