Description

Salary range is $26.44 to $62.50, with a midpoint of $40.87. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

The Business Transformation Business Analyst is responsible for documenting, analyzing, and developing recommendations on how to improve business processes. They work with a variety of stakeholders to identify areas where improvements can be made, then develop strategies to implement those changes. Implementation of these changes include project coordination, business process re-engineering, readiness and change management activities, communications, and general project management. This position will perform work under direction of the Business Transformation Director.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Actively participates in projects in assigned area of responsibility; develops and manages project specific scopes, schedules, and budgets; interfaces and works cooperatively with other Agency departments to support Agency-wide programs.
  • Documents, analyzes, and develops recommendations on how to improve business processes.
  • Recommends strategies for improving business processes and increasing productivity through automation or other means.
  • Participates in the development of readiness and change management activities.
  • Participates in the evaluation and recommendations of new technologies that could improve efficiency or productivity.
  • Analyzes data to assess organizational performance and identify areas for improvement.
  • Establishes benchmarks for success by developing measurement criteria for improvement projects.
  • Develops and presents proposals to customers.
  • Collaborates and communicates with agency employees in the mode specific divisions and establishes and maintains productive relationship with partner agencies to facilitate data sharing between partner agencies.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Business Administration, Public Administration or closely related field and four years of experience in related business process analysis and improvement; Or an equivalent combination of education and experience.

Required Knowledge and Skills:

  • Business Process Improvement strategies and approaches.
  • Business Analysis strategies and approaches.
  • Readiness, Change Management, and Communications strategies and approaches.
  • Business Process Modeling methodologies.
  • Willingness to learn and understand principles and practices of transit operations.
  • Computer and software skills associated with developing and maintaining business processes to deliver accurate, consistent, and timely business process information (i.e. Business Process Modeling Software).
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Utilizing personal computer software programs including SharePoint, Microsoft Office 365, and Visio.
  • Ability to conduct transit operational research and analysis.
  • Ability to prepare and analyze comprehensive reports.
  • Sound judgment, high level of confidentiality, and the ability to escalate issues when necessary.
  • Establishing and maintaining effective working relationships with personnel across the agency and with partner agencies.
  • Strong attention to detail.
  • Independent judgment, personal initiative, and resourcefulness.
  • Strong written, verbal, and presentation skills.

Preferred Knowledge and Skills:

  • Business Process Improvement, Business Analysis, Readiness and Change Management, Communications, and Project Management.

Physical Demands / Work Environment:

  • Work is performed in a hybrid office environment.
  • This position is responsible for occasionally supporting facilitation of on-site engagements that require setup of a meeting space, including delivery and distribution of supplies or materials to the space, arrangement of furniture, and manipulation of objects in the room; may be subject to carrying and lifting of objects up to 25 pounds.
