I. DESCRIPTION OF SERVICES
Texas Education Agency requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Education Agency.
ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Education Agency and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
The Project Manager will report to the Assistant Director of the Information Technology Services (IT) Program Management
Office (PMO). The Project Manager is responsible for delivering vital enterprise software applications/infrastructure used
throughout the State of Texas to deliver time-sensitive legislative requirements and support the rapid improvements necessary
to align with the agency's strategic priorities. The ideal candidate will have experience as a senior project manager for a
software development team executing the software development lifecycle (SDLC) and have experience working in an education
domain. The Project Manager may oversee, direct, assign duties, and evaluate the work of project staff. Also, this individual
may coordinate or communicate on project activities with other state agencies, governmental jurisdictions, or private sector
partners and contractors. The Project Manager performs advanced levels of project management work, works under limited
supervision and has considerable latitude for the use of initiative and independent judgment. This individual will work with a
wide range of team members, including senior leadership throughout the agency, and serve as a representative of the IT.
ESSENTIAL FUNCTIONS:
Process Consistency: Direct, develop, evaluate, and establish processes used by application project teams to ensure the
teams are adhering to procedures consistently and confirm scope and schedule changes are documented, approved, and
understood by stakeholders and project team members. Oversee and develop project budgets, schedules, works plans,
resource requirements with resource managers, cost estimates, and cost projections. Document and monitor exceptions to
standard IT policies, processes, and best practices.
Deliverable Quality: Oversees, monitors, and manages the quality of multiple highly complex applications and works to
identify continuous improvement measures/root cause and corrective actions. Verifies project deliverables are acceptable, fulfill
terms of the team agreements, and are within time and budget. May oversee the deliverables of contract work.
Customer Satisfaction: Communicates routinely to management, customers, project team members, and other stakeholders,
ctively soliciting and addressing customer and project team feedback.
Leadership: Responsible for problem management, issue resolution, and risk identification and mitigation, while empowering
nd motivating the team to have a sense of ownership over the application. Establish and manage a cross-functional team.
Vision: Articulates a clear view (current and future) of the application to the executive management team, customers, and
project team. Evaluate enterprise-level projects on defining and meeting strategic goals and objectives for projects; coordinate
the initiation and planning of diverse projects to meet application and technology roadmap commitments. Balance and
rticulate the effort of the functionality with the value for the IT applications.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 8 Required Direct project management experience. 8 Required Experience working with state budget. 1 Required zure based products 3 Preferred Experience working with financial systems development team
III. TERMS OF SERVICE
Services are expected to start 05/01/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 880 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at Work location can be remote in Texas. There may be times when you need to be onsite in the William B. Travis Building in Austin for meetings and workshops. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Education Agency.
V. OTHER SPECIAL REQUIREMENTS
Project Management Professional (PMP) Certification preferred.
Certified Texas Contract Manager (CTCM) preferred.
Experience with Agile software development and release methodologies preferred.
Experience with Dynamics365 Customer Service Enterprise preferred.
Willingness and availability to work outside the regular work hours, as needed, to support project needs.
A desire to self-reflect, give/receive feedback, and continuously improve.
Expertise in developing a collaborative, results-oriented team environment, and work across multiple stakeholders.
Demonstrate critical thinking abilities by asking questions and, synthesizing, and analyzing complex information to make
sound decisions.

Knowledge and appreciation of project management theories and practices applied to complex projects.
Prior experience developing contract-related documents, contract management, and cost monitoring.
A strong customer-service mindset focused on meeting the needs of critical stakeholders.
Skill at motivating and influencing others where there is not a direct reporting relationship.
